The Strongest Hokage

If Naito werent an outsider, if he just were a member of Konoha, his strength wouldnt be a problem, he could even be the Fourth Hokage.

However, Naito wasnt born in Konoha.

Although he grew up in this Village, there wont be any chance for him to be a Hokage!
